SJCoetz 14badb8aee docs(plans): stock quick-draft modal implementation plan 
12-task TDD plan covering the service module, four API routes,
the modal component (built incrementally across 4 tasks), and the
page-hook. Each task ends with a commit; spec gaps surfaced during
self-review already merged into task content.
