Dave c3e9c74d61 docs(quotes): add no-quote feature implementation plan 
11 tasks covering schema, type, PATCH endpoint, three service
gate relaxations, PDF route bypass, PDF component rendering, UI
toggle on Quote Details card, MCP tool exposure, and an E2E
smoke test. TDD throughout with file:line citations to the
existing service tests as templates.
