SJCoetz 046683c506 feat: add tangerine theme, new docs and plugin stubs 
Add full Tangerine brand theme with light and dark mode variants to the app theme system.
Add four new design and integration documents for collection pool, map and driver app workflows.
Add initial scaffolding for three new plugin source directories for the collection pool bulk assignment feature.
