docs(plan): order-item context block — 12 TDD tasks

Implementation plan for the spec at
docs/superpowers/specs/2026-08-07-order-item-context-block-design.md.

Tasks: backend service skeleton + impl + tests, /api/v1/.../context
endpoint + tests, OrderItemContextPanel + tests,
OrderItemContextPopoverTrigger + tests, sprint modal wire-in, orders
page wire-in, full test suite + build smoke.

Each task follows a TDD cycle: write failing test, run to confirm,
implement minimal code, run to confirm pass, commit.
