DEls 6036506d70 chore: tidy repo root and commit October data work 
- Move loose September fuel exports, chat export and deploy log into archive/
- Move the Hills wages test spreadsheet into src/lib/__fixtures__/
- Add Buildsite fuel exports and the 18 Oct fuel review audit under reports/
- Add PocketBase schema backups from 17-18 Oct
- Ignore .playwright-mcp/ and duplicate report zips; stop tracking cooler.env (already in .gitignore)
