Subject: [PATCH] style(orders): tint Open button warn-amber to match Review

Both right-hand action buttons on the order list card now share the
warn-amber treatment, so they pop against the muted card background
and the operator can spot them at a glance. The icons (AlertTriangle
for Review, ExternalLink for Open) keep the actions distinguishable.
