DEls 394a5c0033 feat(plant-hours): ImportPlantHoursButton component 
Mirrors ImportFuelLogsButton for the plant-hours weekly log upload
flow. Supports drag/drop, click-to-browse, shows import summary
(total / imported / mismatched / skipped), and links to the
exception-report CSV when rows are skipped.
