Release PO (v0.51.454): complete the Japanese UI translation (#4301) (#4302) 
Translated 69 remaining English fallbacks in the ja locale block to parity
with English; proper nouns/abbreviations intentionally left as-is. Values only,
no key changes (key parity verified). 265 locale/i18n tests pass.
