Auxiliary-model task definitions were maintained in BOTH Python and JS and could
drift (the retired session_search task lingered in one). Centralize to a single
backend catalog that panels.js renders+saves from exclusively; purge the retired
slot on reset while preserving other custom bindings; old configs still load.
Gate-pass: Codex SAFE (only session_search removed, 11 other tasks + defaults
unchanged, 22 keys match across 15 locales, legacy migrate preserves custom
bindings, executable DOM harness rendered all rows). 53 own + 887 regression green.

Add a complete Czech (cs) locale to hermes-webui: full key parity with the
English reference (1642/1642 keys), real Czech translations for all string and
function-valued keys, Slavic plural helpers for tool/worklog summaries, the cs
login-screen locale in api/routes.py, and a dedicated tests/test_czech_locale.py
parity+placeholder+diacritics guard mirroring the other per-locale tests. All
15 locale-count assertions bumped 14->15.

Maintainer-completed @thanhtantran's #4241 (Nathan approved bringing it in):
- vi locale block in static/i18n.js (contributor's 1615-line translation) rebased onto master.
- Added vi to _LOGIN_LOCALE in api/routes.py (login-page localization, issue #1442 parity).
- Bumped the per-locale hardcoded-count assertions 13->14 across the locale-parity
tests (rtl, quota_chip, hide_suggestions, virtualize_transcript, no_git, help_tab,
verdigris/zeus skins, auxiliary_models) and added 'vi' to the composer-voice-buttons
LOCALES tuples. vi already carries all current English keys (verified 14x per key).

- Add Turkish translations for 16 settings_aux_* / settings_label/desc_auxiliary_models
keys that #2680 added against the 10-locale set (pre-#2772 Turkish baseline).
- Bump test_auxiliary_models_settings.py::test_all_locales_have_auxiliary_keys
from count == 11 to count == 12 (one per locale, now including tr).
Cherry-picked via 3-way apply (rebase had failed on static/index.html
conflict when applied via rebase commit chain; 3-way of the net delta
against stage HEAD applied cleanly).
