nesquena-hermes	553ad8146e	fix(api/config): surface + route plugin-only providers in static catalog ... Salvaged from #5461 by @alexfoxtm — the catalog-surfacing half was correct; this rebuilds it fresh on master and adds the missing routing (model_with_provider_context -> @plugin:model) + a routing regression test.
